Cheryl Dalton

Chief Executive Officer

Cheryl has been the Chief Executive Officer of SBcare for the past nine years. The SBcare Group operates in the Darling Downs, specifically Toowoomba and the South Burnett. Cheryl has an extensive background in business management with a focus on finance, quality, and people management in agribusiness. Throughout her career, she has a long history of community work through both Board memberships and employment in community service and business management roles. Cheryl has extensive governance experience and maintains longstanding memberships of many community committees including the Queensland Resource Operating Plan Panel, Department of Natural Resources and Mines Panel, Darling Downs Hospital Board, former Chair of the Audit and Risk Committee, and current member of the Finance and Audit and Risk Committees as well as more recent appointments to the Board of Lutheran Church Australia Queensland District and the Queensland Board National Disability Services. Cheryl served as a Councillor, commencing in her early 30s for the South Burnett Regional Council area and served for 5 terms – a great platform for strategic management, leadership and governance skills.

Celina Branch

Deputy Chief Executive Officer

Celina has worked with the SBcare Group since October 2021 commencing as General Manager Finance Services and now appointed to the Deputy Chief Executive Officer position. Celina's role is to support the CEO and Executive Leadership Team in strategic and operational issues. Before joining South Burnett Care, Celina served as Manager Finance for the South Burnett Regional Council with responsibility ranging from financial compliance and reporting to managing a $80M budget. Celina played an instrumental part in developing a rating model system that allowed the Council to be able to see in real time the financial effects of decisions made in the long-term forecasts. Celina has a Bachelor of Accounting, a Master’s in Business Administration and is currently completing her Chartered Practicing Accountant qualification. Celina has a passion for streamlining processes and mentoring staff. An avid dressage rider in her spare time, Celina aspires at one day competing at Grand Prix.

Shannon Exelby

General Manager Customer Service

Shannon’s position is to lead three operational teams including Logistics, Aged Care and NDIS. The position entails a high level of management, control, responsibility, and accountability for the day-to-day customer service team functions. Shannon is a member of the Executive Leadership Team and provides support to the Chief Executive Officer in efficient and effective management and supporting the development of the capability of the organisation with end-to-end operational responsibilities. Shannon is dedicated to supporting front line workers to deliver the best customer experience possible for our community participants.

Shannon grew up in the South Burnett and has just returned to the region after a career in the Tourism and Hospitality Industry that took him on a journey around the country with placements on the Sunshine Coast, Northern QLD, Tasmania and most recently the Victorian Ski fields. Shannon is well regarded for managing great culture in large teams and multi facet business operations. Shannon studied with Griffith University in Brisbane earning a Bachelor of Business. Shannon says “I am very lucky to have grown up in the South Burnett and have returned home to offer my family the same community upbringing, and I am passionate about improving customer experiences and creating a great place for staff to work.”

Kristy Holt

General Manager Executive Services

Kristy is the General Manager Executive Services and has been with the organisation since 2018. Kristy is responsible for overseeing the functions of Information Technology, Data Management, Quality and Administration. Kristy’s background in the Defence Force has provided her with extensive experience and knowledge within administration, human resource and financial functions. Kristy holds a Diploma in Business Administration and a Diploma in Leadership and Management. She has a connection to the local community having completed her schooling in the South Burnett.

Steve Conner

General Manager Corporate Services

Steve holds the position of General Manager - Corporate Services and is a member of the Executive Leadership Team. Steve’s portfolio of responsibility includes the growing functions of People and Culture across our organisational businesses, he also manages the South Burnett Operational Services. He has been working in Education for his entire career and played a role in the implementation of significant projects for Education Queensland. Steve wanted to return to the area and decided to undertake a career change at the same time. He is a strong advocate of the area and an active member in the community. Steve has a wealth of experience in people management and operational services and is a great fit for SBcare and our community. Steve holds a Bachelor of Teaching and a lifetime of experience in education, Steve has a saying that he favours “Talk doesn’t cook rice” and this is the attitude he displays in his work and supporting the organisational ethos – of getting things done.
